Summary (2-4 sentences)

HEPCloud aims to give access to all the heterogeneous resources like supercomputing facilities and commercial clouds, to take advantage of the new possibilities, to be a cost effective, and to keep a uniform and well supported interface for the users.
Its Decision Engine decides where and how much to provision: can use dedicated an opportunistic Grid resources with the classic pressure-based pilot system, can consider allocation limits, can scale rapidly on the cloud taking into account budget limitations, and optimizes the mix for its users.
